Noel Voykin, P.Eng.
Noel is a professional engineer with significant power sector and nuclear industry executive leadership experience. He is an executive and governance professional with extensive experience in Utilities, Mining, Nuclear, Engineering Management, Project Management and Research and Development.
His experience spans the public and private sectors in union and non-union environments. Noel brings over 30 years of accomplishments in developing and developed economies, many at an executive and board level.
Noel brings domestic and international experience with multiple companies. Noel served as the Chief Executive Officer at both the Northwest Territories Power Corporation (NTPC) and it’s parent NT Hydro. As part of the senior management team at Cameco Corporation, he helped develop the company’s major project delivery systems, led project services, the infrastructure engineering group and the core engineering group for the company. In this role he was responsible for innovation, research, development, and commercialization in addition to his responsibility for technical oversight of the company’s worldwide operations.

Shelly Voykin, B.Ed.
Shelly is a federally recognized educator with a wealth of experience in developing and implementing curriculum and policies in the energy and healthcare sectors. She has hands-on experience in the mining sector.
As the sole Health Specialist at the Northwest Territories Power Corporation (NTPC) during the COVID-19 pandemic, Shelly created and implemented the corporation's COVID-19 response plan. Shelly's plan to protect remote communities was later used by the Government of Canada as a framework to protect essential service providers and communities across Canada’s North during the pandemic. Shelly was recognized for her outstanding contributions during the Mackenzie River flooding in 2021. Shelly contribution ensured the health and safety of both NTPC staff and external contractors during this emergency.
Shelly has experience in policy development and auditing within regulatory bodies. She was employed at the College of Dental Surgeons of Saskatchewan (CDSS) as a Practice Review Enhancement Coordinator. Her primary responsibilities included auditing dental practices throughout Saskatchewan for compliance with health and safety regulations. Shelly particularly enjoyed educating personnel within the practices she visited on how to improve.
Prior to undertaking the aforementioned roles, Shelly worked as a teacher in the Saskatoon Public School (SPS) Division. Through her work teaching a variety of subjects to different age groups, Shelly was able to hone her skills as an educator which has served her well in her subsequent roles and makes her an ideal fit to create and implement training plans for clients.
Kumar Balachandran, P.Eng.
Kumar is a highly engaged and strategic senior project and operations manager who specializes in project and engineering management. He has a proven track record of leading teams on large projects. He brings expertise in both domestic and international projects with global stakeholders.
Kumar’s thirty plus years of project experience includes senior project leadership roles at Canadian Nuclear Laboratories, the Northwest Territories power Corporation, Cameco Corporation, Iron Ore Company of Canada and many others.
Kumar brings significant expertise in portfolio management, project risk management, asset management, project resource management, project controls, project cost estimates, quantitative risk analysis, and project planning including work breakdown structures, schedules, budgets, and resource allocations.
Kumar is an experienced results based project executive with a broad background in all types of projects at all stages. He is an ideal fit for all project execution challenges.
Ken Hawrelko, M.Eng., P.Eng, FEC
Ken is an innovative professional engineer, executive and governance professional who has filled numerous power sector executive and governance roles throughout his 35+year career. Ken has extensive experience in Utilities, Consulting, Engineering Management, Regulatory Affairs and Project Management across multiple industries.
Ken has been responsible for multiple executive level portfolios within Canada and internationally, including Unregulated Utility Services, Projects, Engineering as well as many special project initiatives. He was a business development executive for an Engineering Consulting Company and is presently serving as the board chair for an international training company specializing in technical and operational curricula.
Ken creates excellence in customer experience by continually seeking to understand customer challenges and deliver sustainable solutions.

Doug Burton, P.Eng.
Doug has been a Senior Manager since 1988 across various manufacturing industries. He is a strong advocate for a thriving nuclear sector in Canada. He has volunteered as a board director and was the previous chairman of the Organization of Canadian Nuclear Industries (OCNI), an industry advocate for nuclear suppliers in Canada.
Doug is a recognized technical leader in CANDU fuel and reactor core components both in Canada and internationally. He has visited every CANDU fuel plant across the globe on multiple occasions. Doug developed a “Return to Production” plan for an international nuclear fuel plant following a significant zirconium fire. Using his plan, this plant was able to return to production building fuel bundles in the shortest period possible. His expertise has also been recognized through contracts with Westinghouse and other major players in nuclear fuel engineering.
As a senior manager with Cameco Fuel Manufacturing in Port Hope, Doug oversaw the production of CANDU fuel and the delivery of completed fuel bundles to the Bruce power station in Ontario. His technical and business experience in Lean Manufacturing, Six Sigma, Human Factors/Human performance were fundamental to successful operation of this plant.

Linda Kelly, CPA, CMA
Linda, a Chartered Professional Accountant, has broad-based progressive experience in manufacturing operations and project delivery. Over a career that has spanned more than 35 years, Linda has led numerous functional and project teams and has helped to successfully deliver projects for both internal and external clients.
Starting in the manufacturing sector, Linda concentrated on process improvement and cost and inventory management. Structured reliable project execution was integral to all roles in an effort to increase business value, reduce waste and maximize efficiency. Project delivery became the primary focus when Linda joined an engineering firm in Project Services. Linda has successfully taken on senior project leadership roles in managing project services functional teams, executing projects, and assisting in the development of project delivery processes and systems.
Over the years, Linda has developed expertise in financial analysis, cost and inventory management, strategic planning, and project delivery. Linda has also gained considerable experience in implementing process improvement using various LEAN principles and improvement methodologies.
Linda upholds a high level of integrity in the workplace striving to do what is best for the clients, team members and company. Her primary goal is to provide a quality experience in reaching the desired outcome.
